I dont want to hire a lawyer but I need to file a lawsuit against a company who is giving me run around. Where do I need to file ?

I'm sorry, but that fact that are even asking this question demonstrates that you need an attorney and are not prepared to adequately represent yourself in any other than a small claims lawsuit. You are talking about basic issues of jurisdiction and due process that are impossible to answer without more information.

You can at least try calling the local county bar association for a referral. Most attorneys will at least give a 1/2 hour consultation for free.

You can file in federal court in Texas under diversity of jurisdiction if you are suing for more than $75,000. Otherwise, if the company did business in Texas, Texas courts will have jurisdiction over them (you can check the Secretary of State to see if they are registered as a foreign corporation in TX). The default is that you can always sue a defendant at home.
I will say this though, corporations have in house counsel and it will be very, very hard for you to get anywhere without representation. You might be able to find someone to take your case for free through the Texas bar association.

You must file in whatever county in California you can serve him a warrant / summons in. You have to go there or hire an attorney to get this complaint filed with the court, then hire the local process server or deputy sheriff, whichever is appropriate in California.
