Nipple erection may result from basically three kinds of response. It happens in females during breast feeding. It is also an early part of the sexual response both in women and in men. Nipple erection can also be caused by cold temperature in both male and female. This is merely due to tactile response to cold temperature than anything linked to sexual drive.

nipples get hard due to the same reason you get goosebumps. it is a fight or flight response to the cold temperature. with goose bumps, it is called horripilation which is the extention of hair folicles. your nipples react in the same way.

Because your body is responding to an external stimulus that is removing heat. It responds by shrinking, thus increasing the density of your nipples, causing them to feel harder than normal.
