i think it will be cloud,coz he has his strongest attack ever in the game,he can use it and finish any oppenent which stands in his face.

EMERALD Weapon.... it owned me the first time I ran into it by mistake. Even at level 99 it is a challenge to beat, while Sephy is a pushover.
