At that time the British Empire & Russians stood alone against the Axis powers. So I would say The Allies had a Rook, a knight, and several pawns. Against the entire cast of the Axis. The pawns were converted into a Queen (the US) and another Rook (the switch of Italy). The allies played a pick off the little pieces game until they had enough strength to push for a strategy to capture their King (Germany).

Interesting way to put the question, I'm no chess expert, but consider these facts:
* At that stage, Russia was NOT involved in the war (not until late June, 1941, when Germany launched Operation Barbarossa), and had, in fact done well for themselves out of the Molotov-Von Ribbentrop pact (which split Poland roughly 50/50 between Germany and Russia), plus they had annexed the Baltic states of Estonia, Latvia and Lithuania, also with Germany's blessing.
* Germany, by that stage (August 1940), had conquered Poland, Denmark, Norway, Luxembourg, the Netherlands and Belgium, and had forced France to capitulate, occupying about half their territory and installing the Vichy regime in the other half.
* The UK and Commonwealth (Canada, South Australia, New Zealand, South Africa etc) were pretty much untouched in terms of territory occupied, but the UK was about to face a desperate struggle for survival in the Battle of Britain (September 1940), which they ultimately won. Hilter had planned to launch Operation Sealion (the invasion of the UK), but needed to destroy their air force first. He did not succeed in this, and the invasion was cancelled.
* Further to the above, it is highly doubtful the invasion would have succeeded, even had the RAF been destroyed, as the Royal Navy was the largest and most powerful navy in the world at that stage, and the various fleets stationed in the area, with support from the other Alllied navies, would probably have made short work of the invasion fleet.

i like the way u word that well if white were brits and russian and blak was german (japan or america hasnt entered yet.) the blak would be dominating the white blak woold have lost a knight and white lost a queen but a pond is half way to the other side
