Actually, it was both. You may want to do some research on your own. Try "Googling" Louisiana Purchase and see what you get.
There are also some great books on the Louisiana Purchase. The 200th anniversary of the Purchase was just a few years ago.
Go to your local public library and ask the staff for books on the Louisiana Purchase. You'll learn a lot.

Luck. 'Ole Napoleon needed some dough and he'd abandoned the idea of an empire in the Americas. He cajoled Spain into giving him Lousiana back, and he then promptly sold it to the only bidder.
