Actually, it was both. You may want to do some research on your own. Try "Googling" Louisiana Purchase and see what you get.

There are also some great books on the Louisiana Purchase. The 200th anniversary of the Purchase was just a few years ago.

Go to your local public library and ask the staff for books on the Louisiana Purchase. You'll learn a lot.
