I've heard that babies still have some hormones left from the mother at first and sometimes causes tender breasts in the baby, but my first child never got this. Is it normal still after about 3-4 weeks? Baby will be 4 weeks on Monday.

Yes, I believe so. The pregnancy hormones are still getting out of her system. This can happen to little boys too. They are probably a little hard around the nipple too. Some little girls, I think, will also have swollen genitalia during the first couple of months. Boys usually have a very swollen scrotum during this period.

This is very normal, I was forewarned in the hospital about it and that it can continue for several months while you are breastfeeding because your hormones are going to her directly at that point. They can also have leaky nipples for a while. It didn't happen so much with my daughter but it's very common.
