Have you ever seen pictures from magazines cut out and clear-coated onto furniture? That would be the work of polyurethane. A polyurethane spray would be good for sand. It's a polymer containing urethane used as plastic, adhesive, paint, rubber, or to form a tough, resistant coating. This is probably the best option, because whatever you put it on, it seals in. A few years ago a friend of mine had used it on very large, live spider that was on a rock. It's in my house now, still on the rock.
Also try sand-colored spraypaint. No sand, but the illusion of sand.
A mixture of glue and sand may work, but could be messy.

What do you need it for? You can mix it into two part epoxy from the hardware store, I get Devcon 2 ton epoxy from wallmart-very heavyduty. You can also use any kind of glue, for wood, white craft glue or anything. Take a little bit of whatever you use to harden it and mix some sand in, few samples of different ratios will tell if it will work for you.

I think sand is already as hard as it's gonna get. It's little rocks for crying out loud! :P Seriously though, I think what you're looking for is something to make the sand stick together. Is that right? I'm not 100% sure on this but maybe spray glue would work. I see people that make sand sculptures use water while making them, but I don't think that's what you're talking about.

I assume you mean besides mortar.
Use elmers glue. It will hold the sand together but, when you are done.. you can wash it out.
