Hoshii means want.
However Hoshi means star.
Koe as the above poster has said means voice so I think the translation is

"The voice of the stars"

Hoshi means: I want
Koe means: a voice

I want to have a voice.

NOTE: depending on the Kanji of Koe, it also has other meanings. However, I think that is what was meant.
