Actually LOTS of answers to your question.
1) There are plenty of after-rebate deals this month for $199 laptops. They tend to be lower end celeron or sempron CPUs, limited memory and disk. perhaps 14" screens. Check the christmas flyers for these $199 specials. I saw one last week in Circuit City.
2) USED Laptops can be found on ebay. The rule is a Laptop loses 50% of it's initial value after 1 year, and then 25% more of it's initial value the second year, followed by a bit more each year later. So, if you could find a Laptop that was $600-700 2-3 years ago, then you would be able to get it just over $100. You WILL need to replace the battery with an older Laptop, so that will add another $100 to your final cost....
3) There is a project right now underway that is called the "$100 Laptop Per Child project or OLPC". Basically it was a challenge by a Silicon Valley philanthropist to equip the third-world countries kids with wireless laptops. He did it! Quanta Mfg in Taiwan is busy cranking out the first 10 Million units righ now for somewhere in Africa. It has a 10-in color screen or so, a low-cost CPU and video chip, some memory, wireless AND a crank on the side to charge it without power!!! Yes. Used laptops can be purchased for that price. They'll be on the older side (expect Windows 98 or below), but they'll run Word and most likely be able to connect to the internet.
Check http://www.craigslist.org or ebay for deals.

If there is one, that would be supporting windows 3.xx versions, a 386 processor, a monochrome monitor and a dead battery that wont recharge at all.
