There are moons of some of the outer planets that are larger than Mercury and Pluto that have no use in astrology. The three outer planets were not even known till astronomers found them. Add or take away a planet makes no difference as long as there are "believers" that can't be knowers.

In theory, it should alter everyone's birth chart to the point that no horoscope would be accurate...for an interesting, and hilarious take on that theory, you should read Douglas Adams, Mostly Harmless, the last of his Hitchhiker's Guide to the Galaxy series...
