Best platform for Sims 2 and Sims 2 Pets???

Does this play better on the PC or GameCube?

Sims 2 and Sims 2 Pets definetly plays better on the PC.
It is originally a PC game, and has many more features.
Being moved from PC to Gamecube, many of the features were lost.
Also, the movement is much easier on the PC, because you are using a mouse, as opposed to the Gamecube, where you need to use analog sticks. The analog sticks get hard to use, and do not move in the correct direction, or where you need it to be, all the time. The mouse makes this movement much easier.

I think that while there is merit to the argument that since it was originally designed as a PC game that would imply that PC is the best console on which to play it. However, I would say that another major factor would be the person playing. The PC version is much more open ended with more room for creativity, and frankly, I prefer a mouse and keyboard since you're always moving to different things to direct them. On the other hand, the GameCube version adds more objectives to the game for those who prefer to have more direction and goals to meet. So, first ask yourself what kind of Sims player you are, and the question should answer itself.
