Ummmm... depending on where you live. You are posting your question in Melbourne, so I will answer what's in Melbourne.

Melbourne has a well-covered public transportation links around the city and the suburbs. It has trains, trams and buses and you can go from one to another with just one ticketing system (no need to purchase separate tickets). They do not always come on-time, but it is improving. The weblink is there for you to see.

I guess the answer is depending on what you do and where you live. If you are a student and live in the suburb, then public transport is just OK. If you are working, then you may want to consider one.

Sydney has a small subway system, but the other main cities do not. Melbourne has an excellent tram system but it only covers the inner suburbs. The suburban trail system in Brisbane is quite good but does not cover the whole city. The suburban rail system in Sydney has had a poor reputation but may have improved recently. There is only a bus system in Canberra. All other cities and larger towns have some sort of bus system. I do not know much more about Adelaide or Perth.

Most cities have some attempt at cycle paths but the only one that is extensive is in Canberra. A car is virtually essential if you live in some parts of any of these cities since most Australian cities are like Los Angeles, they have lots of suburbs and occupy a large area.

You can buy a used car in Australia for a few thousand dollars. $5,000 will get quite a good one.

IF you are just travelling around the city CBD and its surrounding suburbs, you don't need car, at least based on my experience having been to most capital cities in Australia.

However, if you are planning to do a lot of exploration of the country, then yes, having a car would be beneficial because there are a lot of tourist attractions and national parks that are just not as easy to get access to without a car. But, you don't have to buy one, you can just rent one as you need it.

Correction: there is no tram way in Brisbane. IT is in Melbourne, and maybe other cities, but definitely not Brisbane. Brisbane as a good city catamaran, ferry, bus, and train network.

most capital city's have a train & bus network that covers most of the city/suburbs. Melbourne also has a tram network, so for city life you dont need a car but most people have one

ps brisbane has not had a tram network for over 30 years

When I was in Brisbane, it had a Tram system, but that's more like San Francisco than New York.
