It is spyware. You need anti-spyware software like Ad-Aware or Spybot Search and Destroy. If you have anti-spyware software installed you need to run it.
In this case (and in the future) if it accesses the internet it's bad (unless it accesses the internet as a result of some action on your part). If you suspect something, google it. If the first entry or two in google are notices about spyware or worms or viruses, you have one of those.

Should be nothing just something that some programs use to setup files like yahoo messenger.

the .tmp would indicate thats its a temp. file
not sure what it is tho try scanning for spyware
