The blubber keeps the whale's internal temperature at a constant even if the temperature of the water is not.
Whales breath air. They do not have gills. The air hole on the back allows the whale to get a quick breath before going back under the water.

It's the way God has developed them over the last few million years. Whales are just one part of His big ol' plan.
