I used this answer a couple of days ago on a similar question.. Hope you don't mind if I copy and paste-

The answer is DAVE!

He was the first, the originator. His voice shaped Van Halen's sound. Like it or not, the vocals are the most distinctive part of a band's sound and when a replacement is brought in, the band sounds different.

Dave is a showman, a front man. Whether you like him or not, Dave made their original sound.. to me.. that's Van Halen.

Would Led Zeppelin be Led Zep without Robert Plant?? No.. on his own, Robert Plant is himself. Playing with Jimmy Page, they are Page and Plant, not Led Zep..

Van Halen is Dave. Sammy is VanHagar.. simple as that.

I, myself don't care for Sammy. Talk about a guy who can't sing.. listen to "When it's Love".. Talk about mangling a high note! Jeesh!

Sammy, all the way. I loved Sammy when he was with Ronnie Montrose, when he went solo, and with Van Halen. David Lee Roth is an arrogant fool. Here's a little story about Sammy. When he first left Montrose, he had his first concert at the Swing Auditorium in San Bernardino. About 200 people showed up. Sammy turned the lights on, looked out over the crowd, and said "I'm going to rock this place like it was a full house." And he did!!! It was like our own personal show, I stood with my elbows on the stage and saw the best show of my life. That's class!!!!!!

Van Halen was great and both both lead singers did their thing but I enjoyed Van Halen more when Sammy Hagar came in. DLR was awesome but if you notice from the Van Halen album to Diver Down, Van Halen had made more cover songs than they did their own songs, in fact I believe it was Diver Down that had a lot of covers. Most of the reason for this was because that's what DLR wanted to do. To me they didn't start making their own stuff until Sammy came in. But Van Halen, whether DLR or Sammy, they were awesome.

David Lee Roth, always and forever.

He may not have been the most talented guy in the world, but dammit, he was entertaining, and isn't that what it's all about?

I've seen them both in concert with Van Halen, they are both good, their voices compliment what songs they sang for VH, so I think it would depend on what VH songs you wanted to listen to.
