You know stupid and clever are very relative definitions. How much ''stupid'' a person should be to castrate him? That person would have been considered as clever if all the others were more stupid then him. Being or thinking that you are clever or somehow better then others does not let you to give them. Quite contrary. Think for a moment that Nobel prize winners decided to castrate everyone with lower intellect. Guess who would be stupid and to be castrated now? Would it be fare?

Ever read Brave New World? An island had once been populated with the most intelligent class of humans, and they eventually destroyed each other through constant civil war.
Also, before the question can really be answered, we'd have to decide whether intelligence is likely to be best in the long term. Maybe stupidity will be evolutionarily beneficial at some point in the future. We can't be sure of how the conditions of existence will change in the future, so we can't be sure of what qualities will be beneficial.
And, like someone else said, dumb people can have smart kids, smart people can have dumb kids, and so on.

people who call other people stupid are stupid themselves. which means we are all stupid. a stupid person cannot judge another stupid person. think about that. i'd be happy to be chemically castrated, so long as you go first.
