i want a chocolate but my parents have t-mobile family plan can i get it with out the verizon plan

Phone companies have their own programming in the cell phone for their own special features. Unless the phone is able to handle the cell phone companies programming it can't be done. You would have to check with T-Mobile to see if it can be done. You would also have to pay the full price of the phone which would be hundreds of dollars without service.

No. Verizon phones are technologically incompatible with GSM networks like T-Mobile.

If you find an unlocked phone. I am not sure how you are willing to pay but I did look it up for you and found one.
