This sounds like a degree level (or beyond) question in politics. As you haven't clarified your question whatsoever I would guess that you are asking as 'research' to answer a college/university question. If you clarify what you mean by 'nation building' I might answer. Do you mean at the nations' birth, during 'rebirths' (eg. after wars) or the whole history of the nation to date? The above answer from Stanley may be some kind of definition of logic but doesn't even start at answering how this relates to nation building.
