It's an old saying from wars of long past. If you were ordered to "take no prisoners", you would basically overcome a military objective (such as a town, hill, or fortification) with brute force, killing everybody and taking no prisoners of war (even if they surrender).

Today, it refers to a cutthroat attitude in which someone tries to achieve their objective regardless of cost, or how it may affect or hurt others while doing it.

No mercy, no prisoners, kill everyone down to the last woman and child.

Have no idea about the contemporary context. Although, I can assume with todays bleeding heart PC attitude it means to not do anything but let them all be.

Iraq context: Who knows? Bush has reinvented the vocabulary so many times, it could mean give them a foot massage.

Take -no-prisoners mean: I don't care if women, children, pets All has to die! we go in only we come out! kill anything that move. in the u.s.a. Germany, Korea.

My understanding is that instead of capturing people and putting them in holding cells, they just eliminate them. No one is left alive. Done Deal.
