change of y = -3 - 0 = -3
change of x = 10 - (-5) = 15

-3/15 = -1/5

Now plug in one of the ordered pairs into the y=mx+b formula.

0 = 1 + b

slope m=(0--3)/(-5-10)=3/-15=-1/5
y=-x/5+b
0=-5/-5+b
0=1+b
b=-1
y=-x/5-1

check
-3=-10/5-1
