I don't think there is a THE worst actor ever but more like a tie of worst actors between: Tom Cruise, Steven Segal, Chuck Norris, David Carradine, and Keanu Reeves.

You said actor but I'm going to assume you mean the entire profession. My pick for worst is Shelley Duvall. I still haven't figured out how she got the role in 'The Shining'. The only role I thought ever suited her was Olive Oyl in 'Popeye'.
