File Server setup?

I have a computer running windows 2000 pro that is always on. However, my free website host provides download rates and extremely low levels for my files (10-25kb/sec) on DSL! I want to have the files link to a section of my computer to download faster for other users. However, I am behind a router (with a private IP of 192.168.0.xx)

Please clarify your question. what speed is your 2000 box on. Do you have a fixed or dynamic IP on it?
