Okay, it obviously wasn't D. A is out because we were still well under British rule. That leaves B and C. B is the year the Declaration of Independence was signed, so the colonies wouldn't convene another Continental Congress that year, because of the expense and travel and time involved, so that leaves 1781, which was after the Revolution was won, and a new government was needed.
