I would think the Chinese their culture is the oldest and they have had wars constantly with the warlords and the land was being switched around all the time. The communists have slaughtered millions of their own people along with the surrounding countries of Laos, Thailand, Vietnam and Mongolia they are still shooting people at their borders. Then there are the countless babies that were left on the hillsides to die because they were female. There is not any real respect for anyones life if its a peasant.

I suppose it depends on the time period you consider. Undoubtedly Britain (or more precisely England) and the USA take some beating, along with Israel, Germany and Japan. Unfortunately most countries have some blood on their hands.

Shamely USA. Yeah there are older countries, bigger wars but people over there get rich with weapons. They build weapons, sell them to countries at war or finance the war for that matter (Nicaragua, El Salvador my country in the 80's). Go to war or stick their nose in affairs that don't correspond them to solve (look at Iraq). Of course the NRA and selling guns to build civilian militia (KKK). Shem on the presidents, the goverment and the people who keep choosing them!

sorry but i have to say the british empire.every country in the commonwealth was colonized by britain(they ruled almost 3/4 of the world) and everytime they cleared 'the savages' in the name of queen or king,it was not done peacufully.
