if so, would re-taking the course and getting a better grade replace the failing grade?

I failed several college courses that I had to re-take. Yes, the higher grade replaces the lower one.

You can't replace a grade. You can just retake it and get a better one. Some colleges have a grade forgiveness thing that kinda erases the bad grade, but not really, its still there but just on another transcript. If you apply to some graduate schools then they will look at the transcript that has the bad grade on it.

Depends on what class it was. If you need it for your degree then retake it. If you do not need for your degree then don't! I am not sure of your situation but you are only allowed so many time to repeat courses. At my old school it was 2 times. If you decided not to repeat that course make sure you have not gone below a 2.0 unless you have a scholarship then it maybe higher. Hopefully this has helped you.

I have, I dropped the course and then I did an audit. I took the course again and got an A. Took me 3 semesters. :)

Yes because I dropped out before the end of the semester.
