It means that a person was investigated for some crime, there was evidence to suggest that the person committed the crime, but there was not enough evidence to charge him.

It means the person was taken into custody but the person who accused him decided not to press charges for whatever crime they initially committed. If the person is arrested and questioned under a warrant that says there was cause to believe they were involved in a crime, but has a good aliby, the charges will be dropped, no formal charges will be made.

Although the cops have a pretty good idea he is the perpetrator of the crime, no ofromal (or official) chages have been filed to make it all legal

It means you were not formally charged as opposed to actually being charged.
