I have a new computer with PC3200 DDR 400 RAM installed and I would like to know if I can use the PC2100 DDR 266 RAM that I have installed on my old computer. And if it is possible, would it degrade/underclock the performance of the PC3200 ram?

You can, but it would drag the performance of the PC3200 so that it runs like PC2100. This will also degrade the performance of your processor. I suggest you don't do this.
