They are really sweet dogs the owner just spend no time with them I never see anyone outside playing with the dogs.
He has them chained to his fence, one has shelter the other does not and I think there might be puppies somewhere cause I hear them sometimes, they also bark all night long. Their fence is chained and locked so I dont know what animal control can do here in Texas.

Neighbor has them chained to the fence cause I called animal control on them when they were loose once from digging out, if he wouldnt have had the fence locked I would have just put them back in.

They only bark at night when the owner is home, they sit in the same spot all day long it is really quite sad they dont have the ability to play and run like dogs should.

You have a really rude neighbor--lucky you. The problem is, any animal owner who would allow their dogs to bark like that all pretty much act the same way when confronted--they attempt to act as if YOU are the problem. They rarely if ever take responsibility for the problem they are causing.

(He probably has the male tied to the fence and the female in the house--breeding them for money.) I would call the Humane Society first.

These type of people don't really deserve to own animals let alone let them breed...I hope you call animal control and the Humane Society. Tell them what you say above and tell them you hear puppies.

I wouldn't even bother talking to the neighbor first. Just call the authorities and save yourselve having to deal with an abusive personality.

I feel for you. I suspect you are in for a lot of barking and more sadness. Whatever you do, don't allow the dog-owner to make you feel like part of the problem. You have every right not to listen to a constantly barking dog, or dogs, every right. This is his problem; he decided to own the animals; he needs to step up and take responsibility, including training them not to bark unless there is danger. Plus, he probably owes a bunch of money for breeding them, there are fees and licenses required to do this, usually.

The first thing I would do is make sure they at least have food and water daily, by checking...
If they do not, definitely call the animal control... if an animal is not being fed, they can break into a yard to rescue the animals. I am not sure if they can do anything else.
If the dogs are barking at night, you can call in a noise complaint to the cops and they will go over there and issue a warning or a citation to the owners.
Anything thing you do may cause repercussions from the owners, but if you feel strongly that the dogs are being abused or neglected you should report it.

Are they okay? Why doesn't the owner hear them i wonder? You should def call animal control again. They should be able to take care of it. Maybe take some pics of the dog without shelter or if they don't have fresh food or water take pics of that too. If animal control can't do anything, just keep an eye on the dogs and help them if you can(throw some treats over or some food). This isn't the poor dogs fault. It is wonderful that they have you watching out for them though. You are probably the best part of every day for the dogs! Good luck!

I would try to talk to the neighbors and see if they will bring them in the house or the garage or keep them from barking ll night. If they don't play or show them any attention, they probably don't notice it, or just don't care. So you may not have any luck with that. You could try a note in their mailbox or on their door, just to be nice. If nothing happens and the dogs continue to bark all night, call the animal control or even the police. There has to be some kind of town/city/county ordinance about dogs barking.
In my town, not in Texas, the law is "barking to the annoyance of neighbors. or after 10PM.
If the dogs are left unattended for a period of time, and the authorities see this, like no food or water, they may take the dogs away.

Animal control needs to be called to check on the dogs, they are being neglected being chained up to his fence. What kind of a life is that for a big dog. Please do the dogs a favor and call animal control for the dogs sake. All the barking is a big nuisance and also should be reported.

You can call animal control because it is abuse. Or call the Aspca in your city and they can forward the info.. I am an owner of pitbulls and they are crying and barking for 2 reasons, 1 they are cold and lonely, 2 they hear intruders and they are protecting the house. They may be labeled as BAD dogs but they are a breed that needs lots of attention and love. Their goal in life is to please their owners and all they ask for in return is love and attention. Please get those poor little pups some help. :(

Why the hell are they tied up if there is a fence? Anyway call your local animal control or ASPCA. Tell them whats going on and that you want them to come check it out. It sounds like cruelty.

why are the dogs tide up if he has a fence.is your neighbour friendly,if yes go to talk to him or her,if hes not a friendly neighbour don`t go please cause maybe he can hurt you.call the humane society and tell them what is happening,is better to have a specialist to go,and then he would hurt just in case.better TO BE CARE FULL THAN TO BE SORRY PLEASE.
