Cuz if a passenger plane is in distress, it's going to try to land. No one is going to expect hundreds of passengers, most of whom have absolutely no experience sky diving to jump out of the plane without any knowledge of using a parachute and no control over where they'd land.
At least with the flotation device, you might have some chance of survival if the plane makes an emergency landing in the water. Either way, I don't want to ever have to use that or a parachute.

It would be virtually impossible to rig a passenger plane in such a way that a planeload of totally untrained, unprepared people would calmly, get into their 'chute harnessses, and then in a quiet and orderly manner line up to jump out of that aircraft. Just think about it. There would be total chaotic panic, and half the people would be so terrified, there is no way you would get them to jump, or know what the heck to do when they had.. Elderly people, disabled people, women with babies, young children.. how many people do you honestly think you would get to throw themselves out the door of that plane without even the smallest bit of training, or understanding of how to do that.
On the other hand, there is every possibility that a professional pilot if there is any way it can be done, could get that plane down to the ground and if he was able to ditch over the ocean the floatation devices would, without a doubt, preserve the lives of waaaaaaay more passengers, than would ever land safely from parachute ejection.

Planes fly too high for you to be able to parachute out, not enough oxygen up there, and if you waited until the plane was closer as it plummeted towards the earth, you wouldn't be able to jump out because of the high speed of the plane, therefore IF you land in water the flotation devices will be handy if you survive the impact.

Pilots are trained to try to put the plane down at a very long angle when over the ocean in case of engine failure or loss of power, the loss of life will be considerably less if skimming the water in a belly landing and the floatation devices will prevent drowning!
If you tried to parachute at 30.000 ft at 600 MPH....well, I think you know what would happen!

A plane that is used for commercial flights is not equipped to allow for people to bail out while in flight.
The next best thing would be to allow people a chance to survive from drowning in the event that the pilot were to be able to safely put the plane in the water.

Maybe because you are flying over water the whole trip, I think they should invent a floatation parachute. 2 in 1 Yeah....Works for me and I have never even been on a plane.

Because in the event that the plane goes out of control, it would be going too fast for you to jump out because if you were to jump out, the force of the wind (600 mph +) would rip you apart.
