I am going to assume you are talking about prevention of entry into the US for security reasons. Credibility refers to the quality and credibility of sources who identify potential threats to our security - suspicious people. Accomodation refers to the steps taken to not stop legitimate immigrants and visitors from coming in while still monitoring people who are suspicious.
