Bypassing requirement for U.S. National Board for foreign doctors wishing to work in underdeveloped regions?

I have heard that according to a new act, the requirement for U.S. National Board for foreign doctors who wish to work in Underdeveloped Regions of United States has been waived.

Could anyone provide me with a reference to this act? Any additional comment would be highly appreciated.
