First off, Cheney never wants any American knowing who he is visiting with. Being that every meeting is with people who have something he needs for his own self-interest. Cheney should just be open to us by wearing a T-shirt that reads: **** off, America.
Secondly, If he managed to invoke a kind of Executive Privilege, it probably would not have much scrutiny. The mainstream media would barely touch on it, as they have for years. Of course the public could howl about it all we want, but who are we? Bush/Cheney could strip all of our freedoms away tomorrow in the name of National Security, and the Media and Middle America would stand mute... as usual.

I don't know why he cares. The White House logs showed more than 100 Abramoff connected visits -- no one seems to give a damn.
