It is a 95 Mustang V6. Changed the speed sensor (and I know it was a good one), changed guage cluster, and checked all fuses. What else could it be? HELP!!!!

There is no speedometer cable.

There's not but a few things that could be your problem
-bad speed sensor
-bad instrument cluster
-blown fuse
-wiring problem
-transmission gear problem
Since you've take care of the first 3, I would say check your connection at your speed sensor, make sure the wires are not broken or damaged at the connector. Also, Check fuse #8, it should be a 10amp fuse. Make sure it's got a good connection.
I've had a few that looked good, but wasn't making a good connection in the fuse block. If that checks out too! Then you maybe have a broken gear inside the transmission that the speed sensor rides on.

Speed sensor is still driven with a gear in the trans, you need to find out if sensor is outputting a signal.

I have a 96 Ford Ranger and mine is also broke. I don't know if yours is a floating gauge but, that's what was wrong with mine.

speedometer cable would be my guess
