Ok, I finally found a answer. A service writer is only supposed to greet the service customer, write down there contact info and what service they require.
A booker will then take whatever the technician finds and add to the ticket any diagnostic and repair codes and a description of what was fixed and how. After this the ticket should be pre-final and in the cashiers hands or back to the service writer if additional work is required. So we have at least 4 employees involved: Service writer, tech, booker and the cashier.
