The best jeans I've ever tried on are 7 jeans. They go lower in the front than in the back, so they sit perfectly. If you sit down or bend over it looks fine, and in the front it looks kinda low like i like it. They are kinda pricey, anywhere from $120 to $270, but the original 7's are the best and I think they're like $200. But, they are such a great investment and you can get them at stores like Nordstrom, Macy's or any fancy little boutique.

I know what you mean ,everywhere you look the jeans are"sit below the waist",I cant stand them ,theyre not a bit comfortable.

The best fit and nicest ive had lately have been from per uno in marks and spencers,or like someone said earlier Matalan.

What you need to know is the RISE of the jeans. I personally like 8.5 rise. Mine fit on the hips. People are different heights, you might need a 9" rise to sit on hips. The RISE is the distance from waist to crotch.
