The ~$ one is a temporary file Office creates when you are editing so that if something happens (computer freezes, power failure, etc.) it can reopen that file and you won't lose quite everything you typed. That file is updated every so often automatically.

The one with the ~$ is a temporary file that only shows up in the folder when the file is open. Save your file, close the program, and use My Computer to check back in the folder you just saved to. The ~$ version of the file should be gone.

This is a tempary hidden file (I guess you have Show hidden files and folders on) it will go away
