cheapest and best are usually at opposite ends of the spectrum. Which do you want?
Consider http://www.dell.com for something in your price range.

The cheapest would not be the best but you can find some inexpensive Laptops in the $600 - $1000 that have at least 1GB of ram and 120GB of Hard drive space. They will not play high end games but they will do mostly everything else. Look for a Toshiba or a Hewlett Packard (HP) If you want a cheap MAC you will not find a good one under $1000. And by the way Macs are #1 in my books for Laptops.

Probably the best economical basic laptop is the Dell. Go to dell.com to view them. They start out at about $500. I have a basic Dell Inspiron 1200 laptop which I have been using for over a year, and I am very happy with it.

You will always find great deals at Best Buy or something like that.... It mostly depends on your needs. My recommendation (being experience I've had with them) Is going to Best Buy and there will probably be a geek squad agent working in the PC section... Talk to them although any of the PC agents will be able to help you as well.... It totally depends on your needs though........ you could always check just Dell. for brands of laptops I recommend going with either Dell or HP (Dell is available online and HP is available online or at best buy) Just make sure you get a good warranty whichever you choose (or with Best Buy you could just go with the PSP (not playstation portable, it's a service plan they will try to sell it to you and I would HIGHLY recommend it as it comes with a battery replacement every 6 months.)

Buy a Toshiba. They are reliable.
Steer clear of Compaq and HP, especially the Wal-mart versions, they are not built to the same standards.

I would go middle of the line since the cheap ones come with a lot of headaches.... I would also avoid e-Machines, Gateway and a couple others....
Go with a brand name such as HP, IBM, or even Dell... Please note that Dell support has been having problems as of late....

It changes rather quick, but look online on Overstock or other groups and bit for one. I would go speak directly to a sales agent at a computer store.
