Because women are silly and, even though it's in a person's nature to cover themselves and keep themselves protected, women go out of their way to show some stuff, and then when people notice they are hurt... They ought to just stay covered up because clothing is meant to cover! (By the way, I'm a woman!)

I dress modestly too but still you guys.....
Some women flaunt all over, which I find very distasteful behaviour, and must have very low self esteem problems if this is the only way to get men's attention.
I am in great shape ( Just so you know) but I have a lot to offer than just my physical appearance.
I get enough attention from men just wearing T-Shirts and jeans, and not that I would, BUT, oh never mind.....
Women cover up
Men stop leering.

Of course women notice, and in spite of the pretense many of them erect, about wanting to be treated like people of dignity, and not like pieces of meat, they specifically dress in provocative ways so as to display their physical assets, cleavage being a main one. They enjoy the attention, or they wouldn’t dress in a manner that flagrantly displays cleavage. It feeds their narcissism. So lets dispense, ladies, with a notion of propriety or righteous indignation that you ladies express whenever a guy stares at your cleavage.

Yes, actually we can...and it is sooooooo annoying...... most guys think they are clever when they do it....but to a woman it is obvious when a guy is staring at her cleavage instead of at her eyes.....
