Absolutely. Too bad that concept doesn't work well with our current economic "model." Everything is based on faster, cheaper, toss-it-in-the landfill method of production, while certain groups in the population breed like there's no tomorrow. (PS--I'm doing my part for population control by having no kids.)
I love a hot shower, and watching TV in an air-conditioned house. Maintaining this standard of living gets more difficult each year. With power shortages in CA, gas prices high, with real-estate FORCING most people to commute long distances, where will it end??? And population control? What about immigration control? HAHAHHA.
More people means more oil and electric consumption, which is great for the oil industry but not for anyone else. And yeah, we could all live in megatowers and sleep in refrigerator sized cubicles like some people are forced to do in Japan, but I am not trained for that, and couldn't adapt. Maybe I'm slated for burial while the rest of humanity clamors to fit into a matchbox.
Sorry--a long answer for the simple YES. Although I cannot proffer any theory or method for accomplishing this task without starting another war.
PS--"greener technology" and reducing consumption only prolongs the inevitable exponential increase in population which will hence again INCREASE consumption no matter what green tech. you use. It is a no-win situation. Nature (bacteria, fungus, deer, etc.) all have self-regulating systems to control populations. AIDS isn't doing the trick. And look, even hunter-gatherer societies were kept under control with a draught, buffalo shortage, or crop failure.

I've always been in support of limiting the amount of children a couple can have. If each couple had 2.25 babies (one to take place of each parent and .25 to make up for the babies who die or can't reproduce), the population in the world would stay constant.
That wouldn't fly too well with most people who beleive its their god given right to have 12 kids, but someday down the road (unless we have a nuclear holocaust), population control will need to be discussed. Maybe by 2050.

I think population should be regulated. Only one child per family unless it is twins or something. People are overpopulating this world and we are running out of room. We can't even take care of the people already here. Why should we be allowed to add more?
