At exactly 21 days after conception (5 weeks and 0 days into a pregnancy), the average HcG count is 1024. But, by 5 weeks and 1 day, it's 2048 and 5 weeks and 2 days 4096 ON AVERAGE, so...
1. your baby may have implanted before 12 days after conception
2. your date of conception estimation may be off
3. you're having twins.

I hope it's whatever reason you want it to be. Congratulations!!!

The thing with HCG is that there are no "right" numbers. The only thing you want to see is that they double ( or more) in a matter of 2 days.

Sounds like you are doing well. About twins. The quickest way to find out is an ultrasound. How far along are you ? If you are around 6-7 weeks, the doctor can do a vaginal ultrasound and see if there are two hearts beating.

Sounds like you are going in the right direction! Next week, they should be in the 5 digits as your hormone levels should DOUBLE every day from the last. Soon you'll be in the six digits.

Good luck to you!!!
