Make sure you collect what is rightfully yours before she leaves. You will most-likely never see her again.

Since you aren't interested in preserving the friendship, you should tell her flat-out that you want your money and your belongings (give her a detailed written list) back within two weeks, no excuses. Remind her daily until she complies; offer to come to her house to pick it up. If she gives you the runaround, talk to her family or roommates and inform them of the situation, and see if they will let you in to retrieve the items. If she has no family and tries to put you off again, tell you that you will go to the police and take her to small claims court if she won't take your request seriously and return the money and items immediately.
Tell her that you hold her accountable for her actions... even if no one else in her life expects anything good of her, you know she is capable of keeping her word and you are just trying to help her do so. (this makes your request seem less accusatory, and gives her a motive for complying.)

First of all this is not a friendship, second just consider this a ship that passed your path, Things can be replaced and money is never to be lend to a friend, remember money lending between friends is never a good idea,. next time if you can't afford to give it away, then it is best not to lend it out. No need to lose a friendship over money or material things.

Never loan your family or friend any money! Only give them money (give, not loan) if it doesn't put you out and you have it to give. When you GIVE, you never expect it back as it is not a loan. Then there is no pressure on anyone as it was freely given and you never have to worry about being paid back as it was a gift. No relationships are ruined that way!
