Depends on what is in it of course,however in the Janitorial service we run into this a lot.Many times ,actually most times we empty 2 buckets or more of hot water in tiolet,in most cases using a plunger will work.The hot water will allow plunger to fit water outlet better and a few good swift especally pulling efforts works best.Dont be fickle , give it a blast.

Someone else said this same thing...if it flushes with buckets of water, it is not plugged! The water would not be able to go down if it was. The tank is not filling right, or the flapper that opens the bottom of the tank is not opening when you push the handle down. Take the top off the tank...if there is no water in there, that's your problem. If there is water, push the handle...and if there is no chain pulling up the flapper at the bottom, that is your problem.

Since everyone else said to check the
tank, I'll take a stab and say you might
want to check the vent pipe for obstructions.
Force flushing with a bucket may put
enough water in at once to overcome the
vacuum, but a slow flush may not.
Get up on the roof and take a look down
the pipe.

Try using a plumbers snake first. If that doesn't work. You may want to check that roots haven't worked their way into the sewage pipe. If you live in the country and have a septic system your septic system may be full and could need emptied.
You may also want to find out if the toilet tank is filling all the way up and if the stopper is opening all the way. Your toilet tank float may not be falling down due to the valve sticking, not allowing the valve to open up and allow water in to fill the tank up. Or your stopper may not be rising up due to it being cracked or the chain from the handle not being set to the correct length.

There's some sort of obstruction.A snake is indeed the next easiest approach. After that it's a plumber!
Snakes can be bought for under $20 or so, more for the longer ones.
If you have young kids....are you sure they didnt stick anything in there? Sounds gross but my little bro dropped a toy tractor in once and it wreaked havoc until the plumber got it out!

if it flushes with water poured in the bowl than it is not cloged. Your tank is not filling up all the way to make it flush correctly

USE DRANO!!.. just don't do it too often cus its not good for the pipes.. if it still doesn't work call a plumber.
