Rod Hull and Emu.

Rod would come out in a jungle explorer's outfit, complete with pith helmet, with the Emu under his arm.

Then, while he would try to go into his lecture, the emu would attack him. And anyone else that got too close.

Rod Hull didnt `ride` the emu. his was an `arm puppet`, the one you are thinking of was Bernie Clifton who `rode` the ostrich in the way you suggested in your question.

Bernie Clifton... He is most famous for "riding" a puppet ostrich called Oswald; although he occasionally appeared in the dustbin of a similar "binman" puppet.

I liked a lot of his stuff till Rock Of The Westies. My favorite from the 70's is Philadelphia Freedom and Crocodile Rock. From the 80's ? Did he put out "I Guess That's Why they call it Love" in the 80's?
