I have recently been sent a questionnaire by customs and excise asking about some building work I had done. Builders name, how much it cost, how much I paid by cheque/ cash etc. What are the implications of answering this questionnaire?

They are obviously running a check on the builder. Remember that Customs and Excise have joined up with the Inland Revenue. For you there should be no problem. However it is the builders responsibility to declare what he earns and takes in VAT. If you pay him cash then it is his responsibility. But if you offered him cash in order to save yourself VAT and him a tax liability then you would have colluded to defraud both the VAT content and the builders tax liability. Tread carefully and ask if the questionnaire is compulsory.

The implications are... the Customs and Excise can demand the information and if necessary take action against you personally to pay the V.A.T. or even the Tax on the profits the builder made if you do not reply. They have far more powers than the police and can enter your property, look at your bank account and numerous other things... and there is nothing you can do to stop them. They can take possession of your assets and sell them to claim any VAT/Tax they believe you may owe... and it's up to you to disprove their valuation. So... do not ignore the request.... give them the information and if the contractor has to pay the VAT etc... that their problem.

If you are 100% confident any problems will be sorted then please yourself if not then report it as is you then have a record of the job should you require reparation to it.
Also if not paying VAT then why are you covering his non existant tax & NI
£100.00 +vat = £117.50 this is recorded so 17.50 to Customs & Excise. If all labour then no deduction for expense so 11% NI and 25% tax so if not paying vat you should only pay £64.00. If he won't let you off the £36.00 also then pay the £17.50 its your insurance premium and he pays his dues too. Think about it, what happens when your roof collapses? before paying bill have the night to check it, your going nowhere. Ring customs to check the vat no.
I speak from experience of a dodgy [non exist vat no] when the vatman checked my returns against invoices. I had to pay the dodgy invoice[not reclaim actually]

Also if not a recorded payment it don't exist so he could be earning £75,000 and declaring £12,000 think of the tax credits [YOUR MONEY!!]

If its your mate who did the work you tell them nothing.
They might be checking out how much he is declaring to the tax man.

You don't have to fill it in!!
