well theres a tree root that goes under some very thick conrete i cant lift the concrete and i cant dig out the root but it has to be either removed or killed so the concrete goes down and connects with the other side

I take it that the root is heaving a concrete slab.

It is near impossible to remove the root without removing the concrete. You can cut the root and hault the process, or cut the root and the slab and dig it out, then replace the area of concrete you you had to remove.

Use a conrete say and a sledge to break it up, or a skid loader to pick up the piece. It will still be a problem getting the whole slab to level though

Cut it off level on both sides if possible, then get the biggest drill bit you have and pierce the center of the root as far as you can. The bigger the hole the better, then you can pour salt and non-selective herbicides like Round-up and Groundclear into the hole. Provided that the area around the root is not in the drip zone of said tree(s), if so, the Round-up would be the better choice out of the 2 herbicides because of it's non-residual effect. Use just enough so it doesn't spill over and in no time the root will be dead.

Once it has dried out you can purchase a tree stump remover in most home improvement centers and that will help it deteriorate fast
