In no particular order
Kaiser Sozuy - Usual Suspects
Bricktop - Snatch
Lex Luthor - Superman
The Joker - Batman
Hatchet Harry - Lock Stock and Two Smoking Barrels
Stay Pufft Marshmellow Man - Ghostbusters
Agent Smith - Matrix
Evil Ash -Army of Darkness
I'll give you Darth Vader, you never see Sauron though except for briefly in the first one.

You've got to go with Darth Vader. Cruel, sadistic, power hungry, powerful, and seductive he had it all! Hannibal kind of turns me off because he was an all powerfull serial killer; he could lower his body temperature and heartbeat, he had superhuman strength, and he was super intelligent!

Cyrus the Virus in Con Air. But come to think of it, any time John Malkovich plays a bad guy, it is purely and delightfully evil
