When your PC starts you see an option to "Enter Setup" by pressing a certain key.

This will take you to what is called the "BIOS" utility.
There you will find a tab or setting referred to as "Boot Options"
or "Boot Priority Options".

Choose the way you want to boot your PC as the first in order.

This must be supported by the BIOS of the computer in question. You would select something like USB or NET and you would have to have a bootable OS at the location specified.
