If using a Microsoft network check out the following link.

Assuming you have a Windows based network you can use the "Net Send" command at the command prompt.

If you don't specify a recipient it will be broadcast to any PC set up to receive it. The receiving PCs will show your message in a popup box as long as they are running the "Windows Messaging" service and are not blocking these types of broadcasts with a firewall.

The syntax is:
net send "Message"
is optional and can specify a PC name or user name on your network.
The message does not have to be contained in quotations.

There may be other methods of doing this but this utilizes built-in Windows services and commands.

Net send *

The messenger service must be enabled on a machine for it to send or receive these messages. Many network admins turn this off due to "spim", IM's cousin to "spam".
