Johnson is expected to make a full recovery from surgery, and if he does, or even less then a full one, and he is sworn in, that seat is his for His entire term. There is no provision for a replacement of a senator mid-term, unless he resigns or dies. Even if he does not wind up actually being able to vote, but is sworn in and does not resign (which very well might happen while he recovers) the Senate is Democratic.
Of course, if he recovers and starts the term like normal, the point is moot.

I guess we will see what kind of "bawls" this Govenor will have...will he make his decision on the merit of the individual appointed or will he just throw someone in to stay out of the limelight.
It really would screw with the Dems, though if he did put a Republican in....

Unless he is physically incapacitated, he needs to resign for that to happen. If he doesn't resign, his staff can act in his behalf. It all depends on his outlook - if it is serious or not.
