A twink is a player character that is disproportionately powerful for its level, having received better items or enchants than it would normally be able to obtain on its own.

A twink is a low level character that has been given items that they have not earned. For example, say I have a 60 mage and a 15 hunter. I want this certain bow (blue item) for my hunter, but it would take a whole party a few levels higher than I am to get through the dungeon to get the item. Instead I run my 60 through, get the item, then send it to my hunter. My hunter is a twink. Or say I send a bunch of gold from a higher character to a new one so they can buy the best gear at the low levels (blue items even). I'm a twink.

Yay, a question i can actually answer!
A "Twink" is a character who's lasst digit is 9 (19, 29) and is the second character for a player with higher level characters. they make the money and send it to the twink. the twink then buys things, or the 60 gets their friends to run him through instances to get BoP items (Bind on Pick-up).
Twinks are really just a way to haev fun at attlegrounds w/out being 60. They're usually 19 or 29.

someone who has spent a lot of gold decking out their toon mainly for the purposes of battlegrounds...
they're usually level -9 (19, 29 etc - as that is the highest you can be in any particular battleground grouping)...
they'll buy the best blue gear, or run certain instances until they get the one piece of gear they are looking for and often spend ridiculous amounts of gold for the best enchants, just so they can "pwn" in the BGs
